		<description>This cap only involves unmeasurable damages like pain and suffering. Cant be weighed nor measured- no scales or rulers. There is no pound of pain nor yard of suffering. If I crash your cadillac, we can go to EBAY to see what it is worth. The answer to is always alot. This cap is just an upper end cap not a minimum and twice as generous as most states. 

Insurance companies determine rates based on policy limits and measured damages from similar cases. is a wildcard, like throwing a zero or a billion into your equations and expecting a meaningful answer. 

A broken toe on a ballerina, although very painful cant be measured against the same injury on a Navy Seal. If you agree with that, you agree that this is entirely subjective, and should agree with the cap. Are they both worth a thousand bucks or $500k. How many angels fit on a pencil point. The cap is needed for meaningful objective rating. Get the rest of the money from economic losses past and future. How about capping atty fees instead? any takers?
